The ADSC's mission is to design, plan and develop a smart and sustainable city offering an adequate framework for the promotion of knowledge, innovation and entrepreneurship in the service of sustainable and inclusive development.
Created by Decree No. 217-440 of August 31, 2017, the Sèmè City Development Agency (ADSC) is a public institution with legal personality and financial autonomy. Its various governance bodies include:
- A Presidential Steering Council
- A board of directors that is supported by 3 advisory bodies:

- 1 Scientific Council
- 1 Comité d’Evaluation des Programmes
The Development Agency of Sèmè City is headed by Claude Borna, Director General, responsible for the execution, coordination and management of the activities and heritage of the ADSC in compliance with the guidelines given by the Board of Directors.
